タイトル記事の通り2020年12月9日付けでMildom(株式会社DouYu Japan)と株式会社セガが、セガのゲーム著作物の利用に関する包括契約を締結と発表。

この包括契約のリリースについてはセガ側からは発表されておらず、Mildom公式Twitterではツイートしていません。※セガには契約の確認は取れました(詳細内容がわかれば追記します)
注意点としては契約リリースの文言に「特定のキャンペーン期間において」との記載があります。※下記公式リリースより一部抜粋

「Mildom」を利用したセガのゲーム著作物に関するコンテンツ投稿が、特定のキャンペーン期間において包括的に可能となります。

今回であればミルダムで行われる「龍が如く７ 光と闇の行方」の配信＆視聴キャンペーンが対象で、配信可能エリアも定められています。(以下一部抜粋)

2020年12月22日（火）～2021年1月4日（月）
■参加方法
配信開始時に「龍が如く７ 光と闇の行方」を設定して配信するだけ！

※最終章(エンディング)の配信はお控えください。

シェア機能利用での配信未対応や、対象タイトルや期間等、契約内容が不明瞭なためセガに確認を取っています。
